2010 Rule Change Proposals
Any proposed change to the CYSA Constitution, Bylaws, General Procedures and Specific Rules must be received at the CYSA State Office no later than 5:00pm on September 30th, 2009. Proposals received after the October 1st deadline will not be considered. In addition, no changes to a proposal or its justification other than to correct obvious typographical errors may be made after the September 30th deadline. Proposals may be submitted by:

A CYSA affiliated league

The CYSA Board of Directors

A Member of the CYSA Board of Directors
Proposals submitted by a CYSA affiliated league must be on league letterhead with a copy of the league's Board of Directors meeting minutes showing the league approval of the proposed rule change.

IMPORTANT INFORMATION
If you have a change in your League Board Officers, it is imperative you file notice with the CYSA State Office. Credential check at the Annual General Meeting (AGM), Sunday, April 18th, 2010 will require you to have the most current League Board Officers on File with CYSA.
This form is due into the CYSA State Office no later than April 12th, 2010

League Board of Directors Change Notice
VOTING
CYSA Constitution and Bylaws Section 1:07:04 states: Each affiliated league shall be entitled to one (1) one vote for every 500 players or fraction thereof that are, on the 60th calendar day before the date of the Annual Meeting, properly registered, including the payment of registration fees, and in good standing with the affiliated league and with CYSA. Voting by proxy shall not be allowed. The Chairman of this Association shall cast a vote only in case of a tie.
Registration Procedures
The following describes the voting procedures for the California Youth Soccer Association Annual General Meeting. The procedures are based on the CYSA's Constitution and Bylaws, California law, Robert's Rules of Order, and established practice.
CYSA Constitution Section 1:07:04
Section 1:07:04, the constitutional provision governing voting at the Annual General Meeting, now reads:
"Each affiliated league shall be entitled to one (1) vote for every 500 players or fraction thereof that are, on the 60th calendar day before the date of the Annual General Meeting, properly registered, including payment of registration fees, and in good standing with the affiliated league and with CYSA. Examples of How to Determine the Number of Votes a League Has:

ABC League has 999 registered players. The league has two votes (1 for the first 500 players and 1 for the fraction that is over 500 players).

DEF League has 1000 registered players. The league also has two votes (1 for the first 500 players; 1 for the next 500 players; and no more because there is no "fraction thereof").

GHF League has 1001 registered players. The league has three votes (1 for the first 500 players; 1 for the next 500 players; and 1 representing the 1001st player as a "fraction thereof."
Voting Procedures
Presence and who votes for the League:

Voting must be completed in person

No more than one person may cast a League's votes
Who can vote for a League:
Voting for a league can be done by either:

The President of the League who is of record with CYSA;
OR
-
A person who is a member of the league's Board of Directors of record with CYSA who has:

Written verification that a majority vote of the League's board to vote for it, and
-
At the time of registration at the Annual General Meeting, provides the CYSA registration official with:

A letter on the League's letterhead;

That has an original signature of the League President of record with CYSA; and
-
That verifies that a majority of the League's board has approved the person to vote for it at the Annual General Meeting
"Of record with CYSA" means that person is identified as the president of the league (or if another board member is approved to vote for the league is identified as a league board member) in the current season's CYSA affiliation form or most recent League Board of Directors Change Notice that has been received by and is on file with CYSA as of the 60th calendar day before the date of the Annual General Meeting."
Mechanics of Voting Process

At the time of registration at the Annual General Meeting, the person voting for the League will be provided ballots for each rule change proposal on the agenda. Those ballots will indicate the number of votes the league may cast for each proposal.

Assuming that voting by ballot is required, votes shall be cast by the person marking the ballot(s) for each matter being vote on;

The ballots will be collected by the tellers (counters) appointed by the Chairman;

The votes will be counted by the tellers and the results reported to the Chairman who will announce the results.
A League is not required to cast all of its votes or all of its votes in the same way.
