Effective immediately the CYSA Guest Player policy has been revised to allow guest players year round and to allow tournaments to permit a maximum of seven (7) guest players to participate with any team attending the tournament, regardless of the number of players on their official roster. Another change is that guest players may now be from any team registered in any CYSA District. It is still the decision of the tournament whether or not they will permit guest players and if they do, to establish the maximum of guest players that their specific event will permit (not to exceed seven). Additionally, it is up to the appropriate District Commissioner and/or DTC to approve the rules and stipulations that are requested by tournaments within their district of jurisdiction. Because this effects the operations of tournaments in this seasonal year, the following steps must be implemented by any tournament wishing to change their guest player policy:
The tournament director must submit a CYSA Tournament Status Change Request (form 2602 revised 02/02) to their DTC along with a new set of rules incorporating the tournament’s new guest player policy. The DTC must approve or deny the status change request, send a copy of the form to the CYSA office, and if approving the request, submit an approved set of tournament rules to the CYSA office. If the guest player status change is approved, the tournament is responsible for notifying each team that has applied for the tournament (with the exception of those that have already been rejected) a notice regarding the rule change, a set of the revised rules that have been approved by the DTC, and inform each team that should they choose to withdraw from the tournament, they may do so with no penalty. The tournament will need to allow each team at least 10 days from the date of the notification to withdraw in writing.
Teams withdrawing in writing following the notification must be sent a refund in full by the tournament immediately. Along with the change in CYSA Guest Player Policies is the adoption of a new form that will implement a system of identifying any players on the team’s roster that will not participate in the tournament, as well as listing the guest players who will be participating. In conjunction with the official team roster, this form will allow officials to identify which players are actually participating in a given event. For example, if a team has 18 players on their roster, seven of whom will not be able to attend a specific tournament with their team, and the team opts to take seven guest players, this form will list the seven players who will not be participating in addition to the seven guest players who will be participating. In any case, the number of players on the official roster, minus the number of players on the roster who will not be participating, plus the guest players, cannot exceed 18 players. It is anticipated that the player passes for those players who are “inactive” for that specific event will be retained until the conclusion of the event so that no team will have more than 18 player passes in their possession at any given event.
The form will be distributed to league registrars as soon as approved and available, which we are hopeful will be within the next week. Until such time as the status change process indicated above has been completed, tournaments must operate under their existing guidelines. Some tournaments have opted to utilize their existing rules for this season and incorporate changes into their application for next year’s tournament. Others may decide to go through the process of making the status change. It is entirely up to you and your district to decide what will work best for you. A league bulletin with the official forms will be forthcoming in the very near future.
