A State Premier League Qualification Tournament is scheduled to select additional teams for each playing group (up to a maximum of 10 teams in each group.)  The qualification tournament is scheduled for June 16-17, 2007.  A Tournament Fee of $400.00 is required to be submitted by all non-automatic qualifying teams applying to participate in the CYSA State Premier League. This is a non-refundable tournament fee.

The tournament fee will be returned to each team if the SPL Qualification Tournament is not held.

Teams are to send their completed application, their completed Tournament Questionnaire and their 2006/2007 roster (if required) along with their Premier League fee of $350.00 (all teams) and $400.00 non-refundable tournament application fee (non-automatic qualifying teams).

INTRODUCTION

CYSA’s State Premier League:

 

The CYSA State Premier League is formed to offer a high level of league competition to qualified league –registered, Division 1 club/league teams.  Players participating in this league are provided an opportunity to match skills with some of the best players in CYSA.    

 

Team Rosters:

 

All CYSA registered teams are eligible for participation in the State Premier League.  The teams will be selected through the State Premier League Qualifying Tournament, except for those teams which are automatic qualifiers and which have met the established automatic qualifier criteria.  No team may have more than eighteen (18) players on its roster at any time during the seasonal year and player eligibility shall be based on CYSA age restrictions.  Each team submitting an application for the Premier League Qualifying Tournament must also complete the Qualifying Tournament Seeding Questionnaire.  Incomplete, falsified, or non-submitted questionnaires will result in the disqualification of the team from participating in the State Premier League Qualifying Tournament.  Automatic qualifiers must send in a copy of their 2006/2007 Official Team Roster (goldenrod) along with their team application.  Applications from automatic qualifiers which do not have a copy of the 2006/2007 Official Team Roster (goldenrod) attached will be considered incomplete and will result in the disqualification of the team from participating in the State Premier League.

 

Automatic Qualifiers:

 

U17–U19 2006/2007 State Cup winners and teams selected in as wildcard positions for the Far West Regionals will be offered automatic berths for the 2007/2008 State Premier League season provided that the returning team retains a minimum of (7) returning players. The U14-U16 2006/2007 State Cup Quarterfinalists will be offered automatic berths in the 2007/2008 State Premier League season provided that the returning team retains a minimum of (7) returning players. Teams that qualify must submit supporting documentation with their application that proves that (7) players are returning to the team. Supporting documentation accepted will be the following: Previous season roster (2006/2007), adds and transfers.  All documentation must be signed and approved as per the rules and regulations regarding registered CYSA players.  All teams will be required to pay the League fee of $350.00.  Teams that meet this criteria will not participate in the qualifying tournament.

League Affiliation:

Eligible teams must be registered with their respective leagues according to CYSA, District and League rules and procedures.  Any league-registered team must apply for the State Premier League through their District.

 

League Fees:

 

The CYSA office will collect all fees for the State Premier League. Non-automatic qualifying teams applying for the State Premier League will be assessed a $400.00 non-refundable Tournament Fee in addition to a $350.00 League Fee.  The $350.00 League Fee will be refunded to the teams failing to qualify.  Automatic qualifying teams applying to the State Premier League will be assessed a $350.00 League Fee. State Premier League Fees are due at the same time as the application for the State Premier League is due.  Applications which do not have the fees included will be considered incomplete and will result in the disqualification of the team from participating in the State Premier League.  Applications from automatic qualifiers which do not have the League fee and previous season Official Team Roster (goldenrod) attached will be considered incomplete and will result in the disqualification of the team from participating in the State Premier League. The $400.00 Tournament Fee will be returned to teams if it is determined that a Qualification Tournament will not be held.

Team Responsibilities & Penalties:

 

The forfeit fine shall be paid to the State Premier League and shall be guaranteed by the League from which the team is registered.

  1. Any team that forfeits two scheduled Premier games shall be deemed to have dropped out of the league, shall be fined $500.00, and forfeit all fees.  Scheduled Premier games are defined as follows: Premier League games, Premier Cup games, and North-South Championship Cup games.

  2. Any team, which withdraws after the establishment of the league schedule (July 23, 2007), shall not receive a refund of its League Fee and will be fined $500.00.

  3. Any team that withdraws after one league game has been played, will be treated the same as a team that forfeits two games.

Rules, Regulations, Disciplinary and Protest Procedures

 

PREAMBLE

  1. The following are the rules and regulations governing league play, disciplinary matters and protests arising out of regular league play by State Premier League teams.  They supplement, but do not replace, supersede, or otherwise, modify, existing procedures and rules relating to team play or conduct, including rules and procedures governing tournaments.  The State Premier League teams remain subject to the jurisdiction and authority of CYSA, its districts, and their own leagues.

  2. Team officials are reminded that they are responsible for the conduct of themselves, their players, and their sidelines, including spectators.  A team official may be cautioned or sent off based on misconduct of his/her sidelines regardless of whether the coach or other team official participated in or encouraged the misconduct.

  3. Team officials are reminded that as long as one officially assigned referee is present, regardless of whether Assistant Referees are present, that the scheduled game will be played.

A. DEFINITIONS

  1. The DISTRICT COMMISSIONER refers to the District Commissioner for the district in which the team is registered.  If a District Commissioner has a direct interest in a State Premier League team as a coach or parent of a player, the term District Commissioner shall mean the person designated by that District’s board to act as the State Premier League disciplinary person.

  2. A TEAM OFFICIAL is the coach, assistant coach or team manager duly registered with CYSA as the coach, assistant coach or team manager for a specified State Premier League team.  A State Premier League game may not be played in the absence of a duly registered team official of the team playing the game, and no one but a duly registered team official of the team playing the game may coach a State Premier League team.  Any team that fails to provide a team official, with proper CYSA credentials, for a scheduled State Premier League game will forfeit that game.

  3. The term REFEREE refers to those individuals officiating a game, and includes center referees, assistant referees, and fourth officials.

  4. A VERBAL WARNING may be given to a player, coach or other team official by the referee in order to indicate to that person that their conduct is improper.  The warning is given on an informal basis and can be given while the game is in progress.  The person warned is thereby placed on notice that further improper conduct may result in a more serious and formal action by the referee.  A referee is not required to give a warning before taking more serious and formal action.

  5. A CAUTION is administered during a stoppage in play following the occurrence of an incident.  It is a formal statement to a player or team official that he or she is guilty of misconduct and that any further misconduct requiring a caution will result in being sent off from the game.  A caution may be administered to a player by the referee showing a yellow card; caution is administered to a team official by the referee verbally without the showing of a yellow card.  A referee is not required to give a caution before administering a send off.

  6. A SEND OFF is administered during a stoppage in play following the occurrence of an incident.  It is a formal statement to the player or team official that he or she has been sent off from the game.  A send off may be administered to a player by the referee showing a red card; a send off is administered to a team official by the referee verbally without the showing of a red card.  A player who has been sent off after the start of a game may not be substituted for during the rest of the game.

    1. Refer to the CYSA Team manual for specific instructions for a player that has been sent off.

    2. A team official who has been sent off shall leave the area.  If a team official who has been sent off refuses to leave the area within the time allotted by the referee, the game shall be terminated.  If a team official has been sent off and another team official duly registered as a team official to that team is not present at the game; the game shall be terminated. As per CYSA Section 4:08:06 a team official will receive an additional (2) games suspension above and beyond the minimums in sections 4:08 of the CYSA Manual.

  7. A game is FORFEITED when,

    1. A team does not show up ready to play within 30 minutes of the scheduled time and place they have been scheduled to play in the State Premier League Schedule. It is the team’s responsibility to know when they are scheduled to play ANY State Premier League game.  It is the team’s responsibility to be aware of any schedule changes that take place in the State Premier League play that affects their team.

    2. A team that is scheduled to participate must have no more than 18 players and no less than 7 players with proper credentials as called for in the State Premier League Rules. No team will be allowed to play without proper member passes, regardless of the number of players present.  The team must also have a team administrator of the appropriate age and with proper CYSA credentials as outlined in the State Premier League Rules at the beginning of the game.

    3. A team that allows a player/manager/coach to participate in a State Premier League Game, and it is found out before, during or after the game, that the player OR team administrator was not properly credentialed or was not in “good standing” and should not have participated in the game/games, shall have any of the games the individual/individuals participated in become “forfeit” games.

    4. A forfeited game will result in a 1-0 score, with appropriate points (W=3 points, L=0 points) being applied in the State League Standings.

  8. A game is TERMINATED OR ABANDONED when the following situations occur.  The terms “abandon” and “terminate” are interchangeable and mean the same thing for purposes of State Premier League Play.

    1. The referee abandons/terminates the game because he/she feels that it is in the best interest of the players to abandon/terminate the game because of anyone of the following reasons:

    1. The referee is unable to control the players on the field.

    2. The referee is unable to control the actions of individuals who are not “playing” in the game. (coaches, team manager, spectators, etc.)

    3. The field has become “unsafe” to play on, usually weather related or objects being thrown on the field, or something has happened to the field that makes the field “unsafe” for play.

    4. The referee has been instructed by a State Premier League Administrator to abandon/terminate for a specific purpose related to State Premier League Rules.

    5. The referee and his/her assistants have been threatened by players/coaches/team manager/spectators and feel it is in their best interests to abandon/terminate the game and leave the site.

    6. Any reason that is consistent with, “the risk of continuing play is out weighed by the possibility of someone being seriously injured if the game continues”.

    1. If the team does not have at least one team administrator of the appropriate age with the required CYSA credentials at any time ONCE the game has begun, the game will be deemed an “abandoned/terminated” game.

    1. An “abandoned/terminated” game will have the game score determined as follows:

    1. If the team which abandons the game, as described above, or which causes the game to be terminated, as described above, is losing at the time of the abandonment/termination, the score remains with the appropriate points (W=3 points, L=0 points) being applied in the State League Standings.

    2. If the team that abandons the game, as described above, or which causes the game to be terminated, as described above, is tied at the time of abandonment/termination, the score remains. The abandoning/terminating team will receive 0 points, and the remaining team will receive 1 point in the State Premier League Standings.

    3. If the team that abandons the game, as described above, or which causes the game to be terminated, as described above, is winning at the time of the abandonment/termination, the score remains.  The abandoning/terminating team will receive 0 points and the remaining team will receive 0 points in the State Premier League Standings.

B. PROCEDURES

  1. Rules of play, subject to the additions stated below, are those set forth in section 3:06 of the CYSA Constitution and Bylaws, Procedures, Rules and PIM’s.  Refer to State Premier League Team Manual for modifications.

  2. Game Cards, Send Off Reports and Member Passes:

    1. After the completion of each game, if no send off was given, the game card shall be sent to: CYSA, 1040 Serpentine Lane, Suite 201, Pleasanton, CA 94566.  All game cards must be received at the CYSA office to verify the game scores.

    2. All game cards will be dispersed to the home team coaches at the beginning of the season.  All official game cards will contain the following information: game number, team names, location, etc.  All game cards will be addressed and stamped.

    3. If a caution is given, the referee should record the player’s name and jersey number, or the team official’s name, on the game card with a brief description of the incident.

    4. If a send off has been given, the referee should record the player’s name and jersey number, or the team official’s name on the game card with a detailed description of the incident.  The referee should keep the player or team official’s member pass and the game card.  The Referee will retain possession of the player’s or team official’s member pass and the game card, until such time the send off report is completed and mailed to the CYSA office with the game card and member pass/passes.

The referee shall send the player’s or the team official’s member pass, the game card, and the Send Off Report within 24 hours to:

  1. The referees will be responsible for mailing the game card to the CYSA office to insure his/her timely payment and verification of scores.

  1. Disciplinary Decisions:

    1. The SPL Chairman will insure the notification of any disciplinary decision to the appropriate District Commissioner.

  2. Disciplinary Reports:

    1. The SPL Discipline Chairman will be the SPL Chairman. He/She will prepare a monthly Disciplinary Report and insure that it is sent to the CYSA office for distribution to the CYSA Board of Directors and the president of every league with a team in the State Premier League. The reports shall identify the individuals disciplined, the reason for the discipline, the discipline imposed, and the cases involving a player send-off and all cases involving the send off or the cautioning of a team official in which no discipline was imposed with a statement of the reasons supporting the decision to refrain from imposing discipline. 

    2. The SPL Discipline Chairman or Designee is not required to submit a Disciplinary Report for any reporting period during which no player or team official was sent off.

    3. The District Commissioners will forward any Red Card Report to the SPL Discipline Chairman or Designee, for those reports received in CYSA Sanctioned Events. These reports will be used for information only.

  3. Time Provisions:

    1. The time periods stated above, except for disciplinary reports, for actions by referees, Representatives, and the SPL Discipline Committee are directed, not mandatory.  The failure or inability of any of these officials to comply with the above stated time periods do not in any manner affect the ability to impose discipline or the degree of discipline imposed.

C. DISCIPLINARY PENALTIES

  1. 1.   The SPL Discipline Chairman shall act on disciplinary matters and shall have discretionary powers in determining the degree of discipline to be applied to players and team officials, if appropriate.  The penalties, subject to the additions stated below, are those set forth in section 4:08 of the CYSA Constitution and Bylaws, Procedures, Rules and PIMs.

  2. 2.   Team officials are reminded that:  (1) The penalties set forth in section 4:08 are minimums for the punishment for the first offense that may be increased according to the circumstances; (2) The penalties may be imposed for conduct occurring before, during or after a game; (3) The penalties do not include the game in which the offending conduct occurred; (4) That a team as a whole may be subject to discipline.

  3. 3.   Team officials are further reminded of section 4:08:06 of the Team Manual: “Coaches and assistant coaches sent off the field of play for infringement of the “Laws of the Game” shall have two (2) games added to the suspension that would normally be levied against a player for a similar infringement”.

  4. 4.   All suspensions must be served in regularly scheduled or rescheduled CYSA sanctioned games.  Suspensions shall carry over to the Premier Cup, the North-South Championship Cup, and, if necessary, the next playing year.

  5. 5.   Additional Disciplinary Provisions:

    1. In addition to the circumstances and penalties stated in section 4:08 of CYSA’s Constitution and Bylaws, Procedures, Rules and PIMs, the following disciplinary provisions shall be applicable.

      1. A player who was not among the players allowed on the field of play, and then enters the field to commit misconduct shall receive double the penalty that would have been imposed on a player properly on the field.

      2. The coach of a team shall be suspended for one game if the same or different members of the team receive two (2) send offs for violent conduct within four (4) consecutive games.

      3. A team official who receives a caution shall be placed on probation for a period of two (2) games.  A team official who receives a caution while on probation for having received a caution shall be suspended for one (1) to three (3) games and will be placed on probation for the remainder of the season.  A team official who is sent off while on probation for having received a caution shall be suspended for three (3) to five (5) games and will be placed on probation for the remainder of the season.

      4. A team official who is sent off while on probation for having received a send off will be suspended for the remainder of the season.

      5. A team official who plays or attempts to play an ineligible player, including a player on suspension, shall be suspended for three (3) to five (5) games and will be placed on probation for the remainder of the season.

      6. A team official, but not a player, who attends a game in any capacity while on suspension shall be suspended for the remainder of the season.

      7. A team that receives three (3) red cards will have one (1) point deducted from their League standings point total, plus one (1) additional point will be deducted from their League standings point total for any additional three (3) red cards received after the first three (3).

      8. A team will have one (1) point deducted from their League standings point total for any unauthorized game cancellation or forfeit.

D. DISCIPLINE AND TOURNAMENTS

 

  1. Discipline imposed by the District Commissioners or by the State Premier League Discipline Chairperson as a result of misconduct occurring at tournaments or State Premier League games must be served in the next CYSA sanctioned game or event, including tournaments.

  2. What May be Appealed:

    1. The degree of discipline imposed and the application of the laws of the game to the facts may be appealed.  The facts of what occurred insofar as they relate to events occurring on the field of play cannot be appealed.  Under the laws of the game, Law V, a referee’s decision as to the facts of what occurred on the field of play may not be challenged.

  3. Where to Appeal:

    1. Appeals from fines levied by League Rules may be appealed to the State Premier League Chairman.  There is no fee for this appeal process.

    2. Appeals from disciplinary decisions made by District Commissioners or the State Premier League Discipline Chairperson shall be made to CYSA’s Protest and Appeals Committee pursuant to the appeal procedures set forth in the CYSA Constitution and Bylaws, Procedures, Rules and PIMs, section 3:09.  CYSA’s Constitution and Bylaws, Procedures, Rules and PIMs are contained in CYSA’s Team Manual.

  4. Procedures for Appeal:

    1. All appeals must be in writing, describe in detail the grounds for the appeal, include all supporting documentation, and be accompanied by an appeal fee in the amount of $200.00.  The fee will be returned only if the appeal is upheld.

    2. The appeal must be postmarked within seventy-two (72) hours, not including Sunday’s and holidays, from the date of written notification of the decision being appealed.

    3. All appeals shall be mailed to: CYSA Protest & Appeals Committee, 1040 Serpentine Lane, Suite 201, Pleasanton, CA 94566.

  5. Effects of an Appeal:

    1. The making of an appeal does not stay or in any other manner delay the discipline imposed in the decision being appealed.

E. PROTEST

 

  1. A game may be protested only if (a) the referee was informed by a team official that the game was being protested and the basis for the protest before the referee left the field and (b) both the fact of a protest and a general statement of its basis is noted on the game card by the referee.

  2. All protests shall be made in writing to CYSA’s Protest & Appeals Committee, describe in detail the grounds for the protest, including all supporting documentation, and be accompanied by a fee in the amount of $200.00.  The fee will be returned only if the protest is upheld.

  3. The protest must be postmarked within seventy-two (72) hours, not including Sundays and holidays, from the date of the game being protested.

F. SCHEDULING

 

It is the responsibility of each District State Premier League Representative to ensure that all support groups (field assignors, referee coordinators, etc.) within that Representative’s District has a copy of the draft State Premier League Schedule no later than 7/16/07.  Each District State Premier League Representative must notify the State Premier League Chairperson by 8/9/07 that: 1) all fields to be used for State Premier League play have a guaranteed time slot; and 2) that the District Referee Coordinator has a schedule of all State Premier League games within his/her District.  The State Premier League Schedule for the 2007/2008 Season will be available and published by 8/26/07.  The schedule released on that date is considered final.  Any changes must be requested through the process described below.  There are no exceptions and this policy will be strictly enforced.

 

All teams must plan accordingly before the Premier League Season begins.  To insure fairness and objectivity, State Premier League scheduling will be done by an independent party and will use the same format as State Cup.

 

A maximum of two (2) schedule changes will be allowed for State Premier League Play by any one team.  The SPL Committee can reschedule a game due to unforeseen circumstances (i.e. rain) within 48 hours of the scheduled game.  Any schedule changes must have unanimous approval by both of the District State Premier League Representatives and the State Premier League Chairperson.  The Schedule Change Request Form must be completed and approved by both coaches and by both District Premier League Representatives (unless both teams are from the same District) and faxed, or mailed to the State Premier League Chairperson no less than five (5) days prior to the game.  The form may also be emailed, provided the form is sent by each of the parties noted above and within the designated time frame.  Late requests will not be considered and will be automatically denied.  The State Premier League Chairperson will review all requests submitted on time and will respond by fax, mail, or email to all designated parties and the CYSA Program Coordinator regarding the final disposition of the Schedule Change Request Form.

 

Any team which knowingly cancels or changes a game without the unanimous approval noted above shall have the game declared a forfeit.  Forfeiture rules will be applied as described in the introduction of this manual, and additional penalties may be levied by the State Premier League Board.

G. FIELDS

Each District State Premier League Representative is responsible for ensuring that quality fields are secured for the State Premier League Play Dates. 

H. REFEREES

Each District State Premier League Representative is responsible for ensuring that qualified referees are assigned for State Premier League Play Dates.  Referee Payment is to be made by the hosting team/league by check at a rate of $33 per referee per game.

I. DISCIPLINE and PROTESTS

The method for handling discipline will remain the same as all other CYSA Competitive Play.  Red Card and Yellow Card rules as described in the CYSA Team Manual will be applied to the State Premier League.

 

All other protests regarding the State Premier League, regardless of their nature, shall be filed with the State Premier League Chairperson.  The State Premier League Chairperson and the State Premier League Board (consisting of the District State Premier League Representatives) will make decisions on protests regarding the State Premier League.  State Premier League Board decisions regarding protest may be appealed to the CYSA Committee of Appeals, but are otherwise final.

J. POINT SYSTEM

The point system for the State Premier League will be; 3 points for a win; 1 point for a tie; and 0 for a loss.  Points may be deducted for State Premier League Rule Violations or by disciplinary action established by the State Premier League Committee.  Please refer to Section C.5.a.7 and 8 for point reduction penalties.

Home team coaches will be responsible for reporting the correct game score to the CYSA Office at 925-426-5437 ext.13, or by email to splscores@cysanorth.org within 36 hours of the completed game. Rain-outs must also be reported. Scores will be posted to the website by the CYSA office, and marked as verified, when the game card reaches the office.  The game card will be the official documentation of the completed game. Strict adherence to this policy will be enforced.   The State Premier League Committee may deduct points if scores are not reported. Additionally, the SPL Chairperson and the CYSA Program Coordinator will maintain all game records for verification.

K. POST-SEASON

North-South Championship Cup

As determined by the SPL Committee an established number of teams from each age/gender group (U-15, U-16, U-17, and U-18/19 boys and girls) will advance to the North-South Championship Cup.  The format will match the age group Champions from CYSA-North against the age group Champions from CYSA-South.  The games for all age groups will be held at one designated site, which will alternate every other year between Northern California and Southern California.  No guest players allowed.

L. QUALIFICATION TOURNAMENT & AUTOMATIC BERTHS

M. QUALIFICATION TOURNAMENT BRACKET PLACEMENT PROCESS

The State Premier League Committee is charged with the seeding of teams for the Premier Qualifying Tournament.  The Committee will use two sources of information for seeding: 1) the application questionnaire provided by each team with their application; and 2) the seeding criteria defined above.  The number of seeded teams will equal the number of brackets in each age/gender division.

N. CREDENTIALS FOR THE QUALIFICATION TOURNAMENT

THE FOLLOWING ITEMS WILL BE REQUIRED FOR THE QUALIFICATION TOURNAMENT GAMES.  PLEASE READ CAREFULLY.

Proper credentials shall be presented at a check-in prior to the start of the qualification tournament.  Credentials must be proper beginning with the first game.  Any non-credentialed or improperly credentialed player or coach’s member pass shall be pulled and they may not participate until proper credentials are cleared with either their District Commissioner or District Registrar and presented to the State Premier League Committee for clearance.  

  1. US Youth Soccer Member Passes, properly completed, (see PIM 88-4) will be required for the qualification tournament.

  2. A properly filled out US Youth Soccer/CYSA and signed member pass for coaches, assistant coaches, team administrators, or team trainers, must accompany each team official at each game that is in the team “bench” area of the field in order for the team to play.  Each team shall be limited to a maximum of four (4) team official’s in the team’s “bench” area of the field during a game.  In the event that a team loses their registered team coach, assistant coach, manager/administrator, trainer do to a “send off” during a game and there is no adult that is a registered member of the team available to take charge of the team, the game shall immediately be terminated and the opposing team shall be declared the winner of the game.  If the score of the game exceeds 1 - 0 in favor of the opposing team at the time of the game being terminated that score shall stand as the final score of the game.  If the score is 1 - 1 or the score favors the team that is causing the game to be terminated the score shall be recorded as a 1 - 0 score in favor of the opposing team.  If any coach/administrators has been added to the original roster, there must be an Adult Add Form 1606 for each added coach or administrator.

A team must have an adult of at least twenty-one (21) years of age as the team coach, assistant coach, and team manager/administrator.  No team shall be allowed to play that does not have an individual that is at least twenty-one (21) years of age that will be responsible for the actions/activities of the team during the qualification tournament.

  1. Any questionable players/coaches/administrators credentials will be held by the State Premier League Committee in that round of play and will result in that player/coach/administrator being ineligible to participate.

  2. An original CYSA Team Roster (goldenrod) including all player Adds, Releases and Transfers on the Roster Status Change Form 1606 must be presented prior to participating in the qualification tournament. 

  3. US Youth Soccer Medical Release forms ONLY with original signatures, (original signatures, no copies of signatures), of the player’s parents or guardians must be presented.  A proper proof of age document as approved by CYSA must be presented for each player prior to any game.

  4. Proof of age must be available prior to and during the qualification tournament.  An ineligible player, participating in the qualification tournament shall cause his/her team to forfeit any game that the player has participated in and may result in further disciplinary action, against the coach, team administrator, or player by the CYSA Board of Directors.

NOTE:  Proof of age shall consist of a birth certificate; birth registration issued by an appropriate government agency; board of health records; passport; alien registration card issued by the United States Government; a certificate issued by the Immigration and Naturalization Service attesting to age; a certification of an American citizen born abroad issued by the appropriate government agency; a current driver’s license; or a current identification card issued by the Department of Motor Vehicles.  Foreign language birth documents must be accompanied by a properly completed and approved CYSA Foreign Birth Document Translation form.  HOSPITAL, BAPTISMAL OR RELIGIOUS CERTIFICATES WILL NOT BE ACCEPTED.

O. TOURNAMENT RESULTS AND FINAL DIVISION CONFIGURATIONS

The team that earns the most points in each bracket will automatically advance to participate in the State Premier League for their respective division.  The following point system will be used to determine which teams advance.

     

3 points for a WIN

1 point for a TIE

0 points for a LOSS

 

If teams are tied in points at the conclusion of the tournament, the following tie-breaking procedure will be employed to determine which teams advance to the next round:

 

  1. Results of head-to-head competition between teams that are tied.

  2. Goal differential (goals scored minus goals allowed to a maximum differential of 4 per game).

  3. Least goals allowed.

  4. Most goals scored to a maximum of 4 per game.

  5. Kicks taken from the penalty spot per FIFA.

 

Should more than two teams be tied, the above list of tiebreakers will be used in sequential order until one team is determined to be the winner.  The tie-breaking procedure does not revert back to previous tie-breaking criteria after one team has been eliminated.

 

Should three or more teams be tied after completing the above list of tie-breakers, a Round Robin Shoot-out will then be utilized as follows:  Ten (10) shots will be taken per team, five (5) each against opposing keepers.  Total from two (2) shoot-outs, i.e. Team A scores 3 versus Team B keeper, then scores 2 versus Team C keeper, Team A’s total is 5.  The team with the most goals advances.  If teams remain tied after two (2) rounds, re-shoot.  The coach will designate ten (10) shooters of which ANY ROSTERED PLAYER may shoot.
